ROOP HOUSE
RENTAL PACKET

Section 1. Authority. These rules and regulations are adopted by the Town of Roopville, GA.

Section 2. Administration. The Town hereby designates the Code Enforcement Officer to enforce these rules and regulations.

Section 3. Area Covered. These rules shall govern the use of the Town facility known as the Roop House and the surrounding property owned by the Town.

Section 4. Definitions.

• (a) “Alcoholic Beverage” means any beverage containing more than one-half of one percent (.5%) of alcohol by volume, which is suitable for use as a beverage, either alone or diluted.
• (b) “Town” means the Town of Roopville, Georgia.
• (c) “House” means the Roop House and the land surrounding it owned by the Town.
• (d) “Code Enforcement Officer” means the Code Enforcement Officer of Carroll County or an agent thereof.
• (e) “Person” means any individual, group of individuals, organization, corporation or other legal entity, but does not include the Town of Roopville.
• (f) “Special Event” means a special, organized activity intended for individuals to share a common purpose as a group.
• (g) “Vehicle” means every device in, upon, or by which any individual or property may be transported or drawn upon.
• (h) “Weapon” means a rifle, bow and arrow, club, handgun, firearm, illegal knife, shotgun, short -barrel firearm, gas gun or gas pistol, BB gun or BB pistol, pellet gun or pellet pistol, zip gun, sling or sling shot, and includes those objects defined as weapons or prohibited weapons in the Official Code of Georgia.

Section 5. Hours Open. No unauthorized person shall enter into or remain with the Roop House at any time other than during such time as the House is open to the public as designated on the signage posted at or near the entrance of The House.

Section 6. Procedures for use of the House. Any person may reserve the House by submitting a request. Use of The House will be approved by the Roop House Committee on a first-come, first-serve basis. Requests must be delivered at least ten (10) days prior to the proposed event.

Section 7. Special Events. No person shall solicit for, hold, or sponsor a special event in the House or on the House property without the prior written permission of the Roop House Committee, who shall furnish one or more Peace Officers, depending on the size of the Special Event, for security. The minimum number of officers required for security is one (1) Peace Officer per 100 individuals.

Section 8. Fires. No person may light, build, or maintain a fire within the House.

Section 9. Weapons. No person other than the Peace Officer may carry or possess a weapon within the House.

Section 10. Explosives. No person may possess gunpowder or other combustibles, explosives, or fireworks within the House.

Section 11. Animals. No animals are allowed in the House other than service animals.

Section 12. Alcoholic Beverages. The sale, use, and consumption of alcoholic beverages within the House shall be governed by the Town of Roopville Alcoholic Beverage Ordinance.

Section 13. Use of Loudspeakers. Use of loudspeakers within the House shall be governed by the Town of Roopville Noise Ordinance.

Section 14. Dumping and Littering. The disposal of rubbish in any manner other than by depositing it in trash cans provided for this purpose. No person shall bring into the House any trash, refuse or waste materials.

Section 15. Damage to Property. The willful destruction of or damage to or theft of Town property, the creation of any hazard to person or things and the climbing upon plant bedding areas or any part of a public building is prohibited.

Section 16. Solicitation and Sale of Goods and Services. The solicitation or the sale of goods and services are prohibited unless the person receives prior written approval from the Town of Roopville or the Roop House Committee.

Section 17. Over Night Stays and Camping. No person shall stay in the House overnight or engage in camping in the House or surrounding grounds.

Section 18. House Use. No person shall use any area or facility of the House for any purpose other than for the purpose for which it was designed or designated.

Section 19. Effect on Existing Law. These Rules and Regulations are in addition to, and not in lieu of, all federal, state, and local laws, rules, and regulations.

Section 20. Enforcement. The Code Enforcement Officer or his designee shall be authorized to remove any person who violates any of these Rules and Regulations pertaining to the House. In addition to removal from the House, charges may be filed against any violators.

Section 21. Severability. The provisions of these Rules and Regulations are severable. If any word, phrase, clause, sentence, section, provision, or part of these Rules and Regulations should be held invalid or unconstitutional, it shall not affect the validity of the remaining provisions, and it is hereby declared to be the intent of the Town that these Rules and Regulations would have been adopted as to the remaining portions, regardless of the invalidity of any part.

Section 22. Amendments. These Rules and Regulations may be reviewed and amended from time to time by the Town.

Section 23. Posting. These Rules and Regulations shall be conspicuously posted at or near the entrance of the House. And a copy may be obtained from the Town of Roopville or a member of the Roop House Committee.

Section 24. Offense. A violation of these Rules and Regulations is an offense punishable as a misdemeanor.

Section 25. Effective Date. These Rules and Regulations shall become effective on August 1, 2024
